Calhoun County County Office Consolidation $3,000,000 Funding for this project would be used for the refurbishing of an existing building in Hardin County, to centralize county offices into one building.
City of East Moline East Moline Riverfront Development Assistance $675,000 Funding for this project is for the development of the riverfront in East Moline, including repairing levees and berms, as part of economic development efforts.
City of East Moline East Moline Downtown Improvements $475,000 Funding would be used for the development of downtown East Moline, including the acquisition and renovation of dilapidated structures, as part of economic development efforts.
City of Galesburg N. Seminary Street Bridge Grade Separation $2,484,000 Funding would be used for the construction of a new railroad grade separation bridge on North Seminary Street over the BNSF Railway.
City of Galesburg Soangetaha Bridge Grade Separation $2,474,000 Funding for this project will be used to replace the railroad grade separation bridge on Soangetaha Road over the BNSF Railway.
City of Galesburg W. Main St. (US 150) Bridge Grade Separation $2,500,000 Funding for this project would be used for right-of-way acquisition for the construction of a new railroad grade separation bridge on West Main Street over the BNSF Railway.
City of Galesburg E. Main St. (US 150) Underpass $2,500,000 Funding for this project would be used for the preliminary engineering for the construction of a new railroad grade underpass on East Main Street under the BNSF Railway.
City of Galesburg South Storey Lake Road Bike Trail Extension $280,000 Funding for this project would be used for preliminary engineering, utility relocation and right-of-way acquisition for a bike trail extension on South Lake Storey Road in Galesburg, Illinois.
City of Galesburg Logistics Park East Entrance $661,000 Funding for this project would be used for the construction of an intersection for the ease entrance road into Logistics Industrial Park on Galesburg, Illinois to increase interest in investment in the park.

City of Morrison Highway 30/Union Pacific Separation Grade $3,812,000 Funding for this project would be used for the construction of a new railroad grade separation overpass in Morrison, Illinois over the Union Pacific Railway.
City of Rock Island Illinois Route 92 Center Segment - Rock Island $325,000 Funding for this project would be used for the development of the center segment of Route 92.
City of Rock Island Armory Park - Upper Riverfront Promenade $500,000 Funding for this project would be used for the construction of a promenade in Armory Park in Rock Island, Illinois, as part of economic development efforts.
City of Rock Island Rivervision Bi-State Water Taxi $1,750,000 Funding for this project would be used for the purchase of one vessel and the construction of landing docks for a bi-state water taxi between Rock Island, Illinois and Davenport, Iowa.
Decatur Park District Lake Decatur Lakefront Development $100,000 Funding would be used for initial planning and concept design of the lakefront at lake Decatur as part of an economic development efforts.
Decatur Park District Twin Bridge Road (U.S. 36) Improvement $2,135,000 Funding for this project will be used to improve a segment of Twin Bridge Road and U.S. Route 36 to provide adequate truck and regular vehicle access to the Decatur Airport.
Decatur Park District Big Creek Barn Revitalization $100,000 Funding for this project would be used for the revitalization of the Big Creek Barn Riding Center, including the replacement of siding, windows, and roof structures.
IL Quad City Chamber Foundation/East Rock River Corridor Study Feasibility study for East Rock River Corridor bridge project $1,500,000 Funding for this project would be used for a study to analyze the construction of a bridge from John Deere Road/IL 5 across the Rock River.
Illinois DOT Quad Cities Amtrak Service $13,500,000 Funding would be used for track and capital investment for reestablishing rail service between the Quad Cities and Chicago.
Macoupin County Highway Department County Highway 14/Bunker Hill Road $2,500,000 Funding for this project would be used for the reconstruction and realignment of Brighton-Bunker Hill Road on County Highway 14 in Carlinville, Illinois, including widening the pavement/shoulders and upgrading the pavement.
MetroLINK Rock Island MetroLINK Transit Maintenance Facility $5,000,000 Funding would be used to allow MetroLINK to construct a new 110,000 square foot state-of-the-art Transit Maintenance Facility.
Mid-America Intermodal Railway Spur Construction $3,350,000 Funding for this project would be used for rail construction from an adjacent bio-diesel plant tying into a terminal loading facility for the Mid America Regional Port located in the South Quincy Development District in Quincy, Illinois.
National Railroad Hall of Fame - Julie King National Railroad Hall of Fame $100,000 Funding for this project would be used for the final concept design phase for the National Railroad Hall of Fame.
The Nature Conservancy/Fulton County Public Works and Highways Department Emiquon Preserve Public Access Project $1,355,380 Funding for this project will be used to design and build a public access area to the Nature Conservancy's Emiquon Preserve.
Warren County Annex Building Renovation $410,000 Funding would be used for the renovation of the Warren County Annex building, to relocate non-judicial offices into one building.
Whiteside County Enterprise Zone U.S. Route 30 Four lane development-Whiteside County $1,500,000 Funding for this project would be used to create a four-lane route Highway 30 from Rock Falls to Fulton, Illinois.

Mercer County Mercer County Partnership Wind Project $1,000,000 Funding for this project would be used for the construction and equipment purchase for Phase II and III of the Mercer County Partnership Wind Project, which will provide clean, renewable energy for multiple government units in Mercer County.
U.S. Army Corps of Engineers (RI) Quincy Bay Ecosystem Restoration $900,000 Funding for this project would be used for maintenance dredging in lower/middle Quincy Bay and modification to the access channel.
U.S. Army Corps of Engineers (RI) Village of Andalusia Harbor Dredging $150,000 Funding for this project would be used to perform maintenance dredging in Andalusia Harbor, to remove sediment that has rendered the harbor and marina inaccessible.
U.S. Army Corps of Engineers (RI) Mill Creek Slough $500,000 Funding for this project would be used to remove/clean out sediment and debris in the diversion channel of Mill Creek, to remove blockages that are causing elevated water levels at the local wastewater treatment facility.
U.S. Army Corps of Engineers (RI) Sunset Marina Improvements $500,000 Funding for this project would be used to allow the Army Corps to construct an emergent dike in Sunset Marina, to reduce shoaling and the frequency of maintenance dredging in the harbor entrance.
U.S. Army Corps of Engineers (RI) Emiquon East $210,000 Funding for this project would allow the Army Corps of Engineers to continue working with the Nature Conservancy to turn roughly 7,100 acres of the Thompson Drainage and Levee District into a restored wetland.
U.S. Army Corps of Engineers (RI) Upper Mississippi River System - Comprehensive Plan for Flood Control $500,000 Funding would be used to continue the evaluation of plans for system flood damage reduction on the Upper Mississippi River.
U.S. Army Corps of Engineers (RI) Upper Mississippi River - Illinois Waterway System, IL, IA, MN, MO & WI $50,000,000 Funding for this project would be used to provide for the first phases of construction of new 1,200 foot lock chambers at L/Ds 20, 21, 22, 24, 25, LaGrange and Peoria; implement small-scale navigation aids; and begin ecosystem restoration projects along the Mississippi River and Illinois Waterway.  This program is also known as the Navigational and Ecosystem Sustainability Program.
U.S. Army Corps of Engineers (RI) Upper Mississippi River Restoration IL, IA, MN, MO & WI $20,000,000 Funding would be used to address adverse impacts to the aquatic ecosystem caused by maintenance of the river's navigation channel. This includes habitat rehabilitation and enhancement projects that are effectively preserving and improving fish and wildlife habitat on the river.
U.S. Army Corps of Engineers (STL) Illinois Waterway $2,566,000 Funding for this project would be used to maintain Army Corps projects on the Illinois Waterway, including a nine-foot navigation channel through dredging and associated channel patrol, water control, operations, maintenance, and environmental work.
U.S. Army Corps of Engineers (STL) the Mississippi River Between Missouri River and Minneapolis, Minnesota (Upper River) $48,575,000 Funding for this project would be used to maintain Army Corps projects on the Mississippi River Between Missouri River and Minneapolis, Minnesota (Upper River). Projects include maintaining a nine-foot navigation channel, dredging, locks and dams, dike and revetment, and environmental stewardship.

Augustana College Service Learning in High Need Communities $310,000 Funding would be used to place students in service-learning internships with the local community to fulfill demonstrated needs in the community.
Augustana College Senior Inquiry Summer Research Project $220,000 Funding would be used to expand the College's Senior Inquiry research projects, in which students works with faculty on projects in biology, medicine, biochemistry, history, and other disciplines.
Blackburn College Science Facility Instrumentation $540,000 Funding would be used for new instrumentation (instructional laboratory equipment, desk top computers, main frame for computer laboratory, etc.) to accommodate expansion of the College's physical and natural science programs and address increased enrollment.
Blackhawk College - Moline Meeting the Challenges of Advanced Engineering/Manufacturing Technology Education $839,000 Funding is requested to upgrade Black Hawk College's engineering technology curriculum and laboratory to meet workforce challenges of the 21st Century.
Blackhawk College - Moline Illinois Community College Sustainability Network $1,850,000 The IL Community College Sustainability Network is a collaboration between 7 IL Community Colleges (Black Hawk, Heartland, Kankakee, Lewis & Clark, John A. Logan, Wilbur Wright, and Olive Harvey). Funding would be used to strengthen Illinois community colleges' capacity to promote and provide energy research, education and sustainable practices in their districts across Illinois.
Community Health Care, Inc. - Quad Cities Community Health Care Emergency Management Project $250,000 Funding would be used for emergency power generators, medical equipment and tenant improvements for a new public health facility in Moline, IL.
Community Health Improvement Center-Decatur CHIC Space Renovation and Equipment $150,000 Funding would be used for equipment and the renovation of the public health center to better serve the low-income and uninsured residents of central Illinois.
Easter Seals-UCP (d.b.a. Easter Seals Peoria-Bloomington) Information Technology for Rural Services Provision $625,000 Funding is requested to help Easter Seals establish an integrated client services management and communication system to provide more essential services to children and adults with disabilities and their families across thirty-one counties in Central Illinois.
Hillcrest Home, Henry County Nursing Home Expansion $250,000 Funding would be used for Phase I Expansion of the nursing home, which includes the demolition of the poor farm building.
Macoupin County Public Health Department Macoupin County Public Health Department Community Health Initiative $750,000 Funding would be used for a new public health clinic in Carlinville, IL that will provide comprehensive interdisciplinary prevention and public health services to all residents, with special outreach to the uninsured and underserved.
Memorial Hospital - Carthage vascular disease diagnostic services (ultrasound and CT Scanner) $1,160,000 Funding would be used to improve the hospital's vascular disease diagnostic services through the purchase of an Acuson ultrasound and a 64-slice CT scanner.
Memorial Medical Center- Springfield Intelligent Pharmacy and Automated Drug Management System $1,000,000 Funding is requested to implement the technology to provide the bar-code footprint needed for a close-loop medication system and automated storage, and dispensing and return processes. Implementation of this technology promotes safety for patients and caregivers, while improving practices and systems at the hospital.
Memorial Medical Center-Springfield Equipment for High Def Urologic Surgery System $500,000 Funding would be used to develop a high-definition visualization urologic surgery system to improve endoscopic surgery, diagnosis and treatment in urology.
Mercer County Hospital - Aledo Mercer County Hospital Renovation Project $250,000 Funding would be used to renovate the existing facility which is over 25 years old. Much of the infrastructure, such as the heating, cooling and mechanical systems are near the end of their life cycles. The State will not allow the hospital to continue seeing patients in the existing facility.
OSF Healthcare System Electronic Health Records Initiative $2,000,000 Funding would be used to adopt, install and expand an Electronic Health Records (HER) System to build on a central data repository that stores clinical, financial, demographic, and operational information about patients.
Quincy University On Campus Handicapped Accessibility Improvements $250,000 Funding would be used to provide handicapped accessibility to the University's library and adjacent areas.
Quincy University Science & Environmental Research Center $1,000,000 Funding would be used for equipment, instrumentation and curriculum needed to develop a Science and Environmental Research Center at the University.
Reach Out and Read National Center National Reach Out and Read Program $10,000,000 Funding is requested to maintain and expand the national Reach Out and Read (ROR) early language development and literacy program.
Reading is Fundamental Reading is Fundamental Program $26,000,000 Reading is Fundamental prepares children to read by delivering free books and literacy resources to those children who need them most.
Richland Community College - Decatur Workforce Development Center for Ethanol/Bio-diesel Process Technology Training $990,000 Funding is requested to further develop an alternative fuels degree program to train workers for the emerging biofuel industry in Illinois.
Richland Community College - Decatur Joint-Use LEED Facility with University of Illinois (sustainable environment education center) $750,000 Funding is requested for a sustainable environment education program in the first LEED certified building in central Illinois.
Richland Community College - Decatur Culinary Arts Institute $400,000 Funding would be used to develop a culinary arts institute at Richland Community College to respond to industry and community needs.
Richland Community College - Decatur Global Agribusiness Center $720,000 Funding would be used to develop learning resources to meet the education and training demands of students and businesses by developing new educational curriculum in biological science, food security, bio-fuel production and process technologies.
Rock Island County Care Center Rock Island County Care Center Facility Construction $1,000,000 Funding would be used to construct a new 245-bed facility to replace the existing facility that does not meet life safety codes and whose rural location makes it difficult for families to be involved in the treatment of the resident population.
Spoon River College - Canton Innovation and Entrepreneurship Program $150,000 Funding is requested to establish a rural Innovation and Entrepreneurship program at Spoon River. This program will provide the training, support, and assistance to help students develop entrepreneurial skills for small business development in rural America.
Springfield College in Illinois Illinois First Responders Education Initiative $500,000 Funding would be used to continue and expand the existing First Responders education program to Iraq and Afghanistan veterans and first responders throughout central Illinois.

John Deere Davenport Works Tractor, Rubber Tired, Articulated Steering, Multi-Purpose (TRAM) $5,000,000 Funding will be used to accelerate the procurement of additional replacement TRAMS, a rough terrain forklift/loader used in Iraq and post-Hurricane Katrina disaster relief activities.
Quad City Development Group Moline Bridge Repair $4,300,000 Funding will be used to repair the Moline Bridge – the primary access control point (ACP) for the Rock Island Arsenal – which an inspection found numerous and significant structural damage. 
Rock Island Arsenal Building 299 Roof Replacement $6,400,000 The original roof on Building 299 has severely deteriorated and poses a serious safety and health hazard for employees.  Funding will be used to complete the roof replacement project and properly dispose of all asbestos-containing roof components. 
Rock Island Arsenal Rock Island Arsenal Industrial Preparedness Items $7,900,000 This request will procure cutting-edge equipment to improve and increase manufacturing capabilities at the RIA-Joint Manufacturing Center (JMTC) in support of continued operations in Iraq & Afghanistan.
Rock Island Arsenal/Quad City Development Group Arsenal Support Program Initiative (ASPI) at Rock Island Arsenal $8,500,000 The ASPI program at Rock Island Arsenal promotes the commercial use of underutilized capacity at the  arsenal’s facilities thereby reducing overhead and operating costs at the Arsenal and bringing a healthy return on investment.
